It sure can Joe! The shank included with the Blue Ox TrackPro Weight Distribution w/ Sway Control item # BLU36FR can be used in both the rise or drop position.
What kind of trailer do you have?

I have a dual axle car trailer that is rated to 7k pounds. The trailer will only be carrying a Miata track car. The total weight will be about 4200 pounds after loading. Looking at around 450 pounds of tongue weight. From what I am reading the Blue Ox WDH should work well with my Highlander. The shank will need to be rotated to the rise position as the hitch assembly sits a bit low on the car. Glad to know it will work that way. Thank you for the answer.
