I have a 2012 Expedition and Im looking for a folding cargo hitch carrier that doesnt sag and is sturdy. Whats the difference between the models I listed above?

There are a few differences between the two hitch-mount cargo carriers you referenced, parts # e98874 and # C18151.
The # e98874 is slightly larger at 24 x 60 than the other which is 20 x 60-inches. It also has an angled shank to provide 2-inches more ground clearance at the rear of the carrier. The # e98874 also provides more clearance from the hitch pin hole on your receiver: 9-1/2-inches when folded up and 19-1-2 inches when in the down position, as compared to 6- and 16-1/2-inches for the # C18151. The # e98874, due to its larger size, also extends out from the rear of your Expedition a bit further: 45-inches versus 37-1/2inches.
Both of these carriers have a hinge mechanism to allow them to fold up; there will inevitably be some additional potential for motion of the loaded carrier due to this feature. If you prefer the most steady carrier you might consider a fixed-type (non-folding) unit such as those shown on the provided link.
For any of these carriers you might also consider an anti-rattle hitch lock such as # 63232. This not only locks your cargo carrier to your hitch but also helps prevent random motion.
