Yes, the Curt TruTrack Weight Distribution System w/ Sway Control # C17499 does allow for backing up without requiring you to remove the spring bars. What's your trailer's fully loaded tongue weight? I can verify if this is going to be the right fit for your trailer if you can tell me the tongue weight or give me the year/make/model so I can look it up.
