Am I correct to understand that this hitch can not tow a vehicle with a GVW of 4,600 lbs.?

The towing capacities for the Draw-Tite Max-E-Loader Trailer Hitch Receiver # 75728 are:
Maximum gross trailer weight: 3,500 lbs
Maximum GTW when used with weight distribution: 4,000 lbs
Maximum tongue weight: 525 lbs
Maximum TW when used with weight distribution: 525 lbs
As you can see this hitch would not have the capacity for a trailer that weighs of 4,600 lbs.
