I need a Class 4 hitch for my 2016 Ford Transit 250 High Roof. It is NOT equipped with the factory tow package so I also need the trailer wiring and brake controller kit. Do you sell a complete kit?

We do not sell a kit but we do have all of the parts you'll need. I have a great hitch for your 2016 Ford Transit 250, however there are no class IV hitches available. This is because your Transit tops out with a 6,200 lbs towing capacity.
I recommend the etrailer Hitch item # e98842. This hitch is custom fit and bolts to your Transit with included hardware. It is a class III hitch with a 2" receiver that has a 6,000 lbs towing capacity and a 900 lbs maximum tongue weight. The towing capacity can be increased to 8,000 lbs when used with a weight distribution system.
To add a 7-way connector to your Transit you will need two separate wiring harnesses. They do not make just one that will do it all since you don't have the tow package. I have listed both parts you will need below:
4-Way Connector - Curt T-Connector Vehicle Wiring Harness item # C56327.This custom-fit T-connector plugs into your Ford's wiring harness, which is located in your rear cargo area, behind the tail lights.
7-Way Connector - Universal Installation Kit for Trailer Brake Controller item # ETBC7. The kit includes a pre-wired 7- and 4-way trailer connector that mounts easily at the rear of your Transit with an included bracket. This kit is designed for use on a vehicle with an existing 4-way flat trailer connector and plugs directly into it.
For a brake controller, I strongly recommend the Redarc Tow-Pro Liberty Brake Controller w/ Universal Wiring Harness item # RED52VR. This is a proportional brake controller that will engage your trailer's brakes when your Transit decelerates. It activates immediately and is not time delayed.
The Tow-Pro Liberty item # RED52VR has a unique installation method that allows you to mount the main control unit out of sight behind your dash. The only part visible is the control knob. This means no bulky controller to bang your knee on while driving.
The included wiring harness will allow you to splice into your existing wiring.
To round out your towing setup, I recommend the Curt Towing Starter Kit for 2" Hitches item # C45534. This towing kit will provide you with a 2" ball and a fixed ball mount with a 3/4" rise and 2" drop. It also includes a hitch pin and clip, hitch receiver lock with keys, hitch cover, and a storage case.
