Hi Tyler; yes, the Curt Wall Mount for 2" Hitch Accessories # C97DR can be mounted on the ceiling. Just make sure you are attaching it to something that is able to handle the weight of the accessory you're storing.

I guess the better question is if the mount is strong enough to hold a cargo carrier in the folded position on the ceiling. In other words the cargo basket would be facing up towards the ceiling with the shank coming down from the ceiling in the 90 degree folded position. It seems like that may change the weight distribution vs in the folded position on the wall. Thank you.

@Tyler the way the force is applied will be roughly the same and there are no cargo carriers that come close to the capacity. The thing I would be more concerned about is where you're mounting it and the weight of the carrier. I'm guessing you're planning to bolt it onto one of the joists. I don't have specific information on it but I believe different sizes have a capacity per square foot so you want to make sure it can handle whatever carrier you're trying to hang up there.
