I need a 2 1/2 inch hitch with a down of 7 inches that has a 1 1/4 ball hole . the step needs to be at least 5 inches in length to accommodate a Stoneguard bracket.

Hi Cheryl; thank you for providing that picture to clarify. Your typical ball mount won't have the space for that bracket but I think we can work around it by putting some parts together.
What you can use is the Replacement Shank for Gen-Y Adjustable Ball Mount # 325-GH-304. This has a 7-1/2" drop/rise and fits a 2" receiver. To get it in the hitch on your Ram you will also need the Gen-Y Hitch Reducer Sleeve - 2-1/2" to 2" # 325-GH-007.
If you take the Curt Ball Mount # C45310 in the rise position and put it in the bottom receiver on the Gen-Y it won't interfere with your bracket. This has a minimal 1" rise so it will take you up a little from the 7-1/2" drop but I think that is as close as you're going to get.
