Can this rack also be used for bike storage in garage if I install a hitch mount with enough weight capacity?

I don't see any reason why you couldn't, Josh. As long as the hitch has adequate capacity. You would definitely want to be sure the hitch properly anchored to the floor or wall or wherever you intend to install it to keep it from tipping over. If you can get that part down, you can absolutely use the RockyMounts GuideRail Bike Rack # RKY97ZR for bike storage.
