Can this be used if my bike has a front fender?

The RockyMounts GuideRail Bike Rack for 2 Bikes # RKY97ZR can be used for bikes with fenders as long as it doesn't cover too much of the front tire. Rear fenders tend to cover most of the tire so in that case we want to use something else.
Since your bike has a front fender I actually recommend going with the RockyMounts HighNoon FC # RKY67RR instead, because it has a strap with the front hook so you can safely secure the front wheel of your bike without damaging the fender.
