Hey Jon,
The Replacement RF Controller for Blue Ox Patriot II or Patriot 3 Flat Tow Brake System # BLU66CR uses a specific radio frequency to communicate with the main unit so it wouldn't need to be paired in order to communicate. This is only compatible with the BRK2016, BRK2019, BRK2022 and is not compatible with the newer # BLU37TR model.
