Yes, it does! The crosstube of the etrailer Hitch item # e25TR installs completely behind the rear bumper cover on your 2024 Subaru Outback so you do have to remove it. The crosstube being hidden is one of the best features of the etrailer hitch. Installing it like this leaves only the 2" receiver exposed. This not only looks better it helps with ground clearance.
I have linked an installation video below along with the instructions so you can see how this hitch gets set up.
If you are completely uninterested in removing the bumper cover you can install the Curt Hitch item # C69VV. This bolts to the bottom of your frame.
If you are planning on towing you will also need a wiring harness item # C56040 and a ball mount kit item # C45534.
