Question:
Will the 15 3/4 inch long hidden hitch ball mount :#80232 be safe to put the ball on either side of the hitch low side or high side of hitch?

If you're meaning can you use the Hidden Hitch Ball Mount # 80232 in either orientation then the answer is yes you can. You can use this ball mount right side up and get 3/4" of rise, or you can flip it upside down and get 2" of drop.
