I have 2018 Thor Axis 24.1. I use it to flat tow our Jeep behind. Does it need a brake controller to tow a car trailer?

Yes, you'll need a trailer brake controller to tow a trailer since the trailer brake controllers for trailers and the brake kits for flat towing are different.
The brake controller I recommend for your 2018 Thor Axis Motorhome is the Redarc Tow-Pro Liberty # RED24FR because it can be installed virtually anywhere in your motorhome and you only need access to the control knob so it's out of the way and saves you space. Factory 4-Way

- 4-Way/7-Way Adapter # 37185
- 10 Gauge Wire # 10-1-1 (enough length to run from brake controller to 7-Way)
Without Factory Wiring
- Curt 4-Way Powered Tail Light Converter # C59236
- Universal Wiring Kit # ETBC7
- 2-Wire 10 Gauge Wire # 10-2-1 (enough length to reach from ETBC7 to front of vehicle)
