In theory yes, since the Yakima JayLow Kayak Roof Rack w/ Tie-Downs # Y04073 are only 10.3" wide you would have plenty of room on the Yakima BaseLine FX Roof Rack for Naked Roofs # Y27UV to use two sets.

The only thing you'd need to make sure is that they are spaced appropriately apart, and that you'll have enough room to fit both kayaks. As long as all of that checks out, then you'll be good to go.
