Is the 35lb weight capacity per bike calculated as the weight on the forks or the total weight of the bikes? Im looking to mount 2 70lb E-bikes. Thanks

The 35lb weight calculation for the Swagman Patrol 2 Bike Rack # S64701 is based on the weight of the bike connected to the rack. So this will be the weight of the bike minus the front wheels. It is not going to work for your two 70lb E-bikes. Instead you will want to consider either a Tailgate Pad # TH823PRO or hitch mounted bike rack like the Sport Rider # HLY84FR due to the weight of your bikes.
If you are hauling a trailer you can consider adding a front mounted Receiver # C31083 to place the bike rack in front of your 2018 Ford F-150.
