If I have these in the two-box configuration, can you open the bottom box while the top box is still mounted? And are there any known issues with using this on a 2023 Hyundai Palisade?

Yes, you can open the bottom box with the top box mounted with the Yakima EXO # Y74ZR in the two-box configuration. The top level can be rotated 180 degrees, which will allow you to open the bottom box.
We are not aware of any fitment issues with the EXO system on a Hyundai Palisade.
