Question:

Thor Four Winds 28Z. 2017. Does the ladder attach to the top of the roof? My existing broken one currently it. Does this unit require that attachment and is the hardware for that included?

The Surco Exterior RV Ladder # SP502L does attach to the roof of the RV and comes with mounting hardware. It's a universal fit though so it will likely not match up with your current mounting points and would require you to ensure you actually mounting into a stud or something else solid. You'll also need to pick up some sealant # 344270341437-1 to cover the mounting hardware with to prevent water from leaking into the motorhome.
