Why Does Thule Epos Have Cable Lock and Locks on Straps

Why is the cable lock needed if this comes with locks? Also, what ramp fits?

The Thule Epos Bike Rack # TH99XE does come with locks for both the rack and the bikes but Thule also provides the Cable Lock # TH89XE just to make it seems more daunting to take the bikes. The standard locks will work great but locks are really just a deterrent so by adding a cable lock to the setup it makes your bike rack more daunting than the next.
Thule got smart and made the Epos with the same mounting style as the EasyFold XT so you'll use the Thule Loading Ramp # TH43VA for the Epos as well.
