Usually if a tow bar inner arm gets stuck it's because it is bent. Sometimes it is due to dirt/corrosion build up which you can clean the inner arm with Roadmaster Voom part # RM-9911 like what you see in the attached rebuild video.
If you remove the inner arm and roll it on the ground you should be able to tell if it's bent or not. For a replacement the bar you would need is the part # 910021-65 if it's a Blackhawk 2 or Falcon All Terrain or part # RM910660-10 if it's a Nighthawk All Terrain,
