Can I Put Hydraulic Brakes on a 2,000 lbs Axle?

Ive used etrailer.com a few times and have enjoyed the high level of support. Now, I have a new project, building a small trailer to tow behind my rally car that carries tools, tires, and camping gear that also has a roof top tent on top. I can handle the design and fabrication, but I cant find the axles I want. Is there such a thing as a 2000 lb axle with hydraulic brakes? Or, do I have to use a 3500 lb axle?

Yes and no. The issue with 2,000 lbs axles like the Dexter Trailer Axle item # T20BTR-7258 is that they don't come with a brake flange item # 4-34. You can add one but this is something you will need to rely on a professional welder to do if you don't have experience.
