Ram Promaster 3500 can class-B Rv. Need bike rack for two 64 lb Lectric brand eBikes. Torn between Swagman e-Spec and Hollywood racks Sport Rider. What are key differences? Pros and cons? Which is better rack for the buck? Do I need adapter bar for Lectric step-thru? Is it included?

The main differences in the Hollywood Racks Sport Rider SE item # HLY84FR and the Swagman E-Spec item # S94FR is weight capacity and the capability to handle a wider tire. The Sport Rider SE has the advantage for both at a 80 lbs capacity per bike over 70 lbs while also being able to handle a 5" wide tire over the e-Spec's 3".
The Swagman E-Spec item # S94FR has the advantage when it comes to versitilty. It can be used behind anything with a 2" hitch including travel trailer's and flat towed vehicles. The Sport Rider SE item # HLY84FR can only be hauled behind motor vehicles or a motorhome with a class III 2" hitch. Both will work with your Ram Promaster 3500.
Since your Lectric Step-thru's top out at 64 lbs a piece, I recommend the Swagman E-Spec item # S94FR. This bike rack is more versatile, has the capacity you'll need, and will save you money.
As far as an adapter bar goes. I don't think it's necessary for either bike rack. I have attached a picture below that will show you a Lectric Step-Thru set up on the Swagman E-Spec. If you do decide you want to go with an adapter bar then I recommend the Curt Adapter Bar item # C18016 because they are not included.
