Does the replacement cover, part no. T4813100 fit my model?

Part # T4813102 is not a replacement cover, it is a complete BrakeRite actuator Kit. The replacement cover is actually # T4813000. All Titan BrakeRite systems have a 7 digit model number. You mentioned 48131 which is probably supposed to be 4813102 which is one of the models the replacement cover fits.
