does the bulb fit into the bottom of the cap bottom down, so that it bulges downward or the other way ?

The Titan Replacement Master Cylinder Cap # T4830600 that you referenced has a specific application on the Titan BrakeRite brake actuator. We also offer Replacement Master Cylinder Cap # T4830601 which fits their model 10 and model 20 actuators.

I have prepared a photo for you that shows both of these parts; one has an inward-oriented diaphragm and one an outward-oriented diaphragm.
