For the elite van xt bike rack will wider2.3cm. or even widerbike tires fit on it? How about e-bikes?

The Thule Elite Van XT 2 Bike Rack item # TH302013 can fit tires up to 2.75" wide. As far as e-bikes go it has a maximum capacity of 42 lbs per bike.
