As this hitch does not have the reinforcing ring around the receiver tubes, which anti-rattle hitch stabilizers work best? And do you need to use the sides so that the anti-rattle plates have clear space to grab?

Since the ball mount included with the Gen-Y phantom has a hollow shank I recommend using the # 63232 which threads into the ball mount.
Due to the design of this receiver a more traditional clamp style option like # e99007 isn't going to work because as you mentioned, there is no lip or anything for the clamp to grab on to.
