Question:

Does the Curt Echo inline controller draw power continuously, even when the vehicle is off? Will 12v power continue to be supplied through the seven way connector to charge the trailer battery.

In most vehicles, the trailer battery charge line circuit only has power when the vehicle is on. Therefore, you won't drain your battery with the Curt Echo In-Line Wireless Brake Controller part # C79DR installed, even with the trailer left plugged in.
