I have an alternative option for you, but the Trimax Dual Purpose Coupler Lock and U-Lock # TMX77FR is only available as a unique keyed option.

For a similar style that can be keyed alike I recommend the Fastway Universal Trailer Coupler Lock # FA86-0015-301 instead. This has the same basic design as the one you were looking at but it has a slightly larger shackle at 5/8" diameter plus there is a rubber plug to cover the keyhole and help keep dirt and debris out of it.
