I want to transport an ebike 64 lbs, 2.5 in tires, step-thru, and a carbon frame road bike 700x23cm tires. Will the Hollywood RV Rider HLY64FR work?

Yes, it will. The Hollywood Racks RV Rider item # HLY64FR has an 80 lbs per bike capacity, it fits tires up to 5" wide, and has padded clamps with hand knobs. The padded clamps work great with step-thru bikes because they can be positioned to secure alternative frames without the use of adapter bars.
