When wiring a Jeep for flat towing, in order to use the jeeps brake/turn signals and running lights, could you simply plug into the existing Jeep hitches trailer wire 4 pin connect? Going from the motor home plug straight to the jeeps plug?

No, the 4-pole wiring for the trailer hitch is getting the signal from the vehicle while it's running. While flat towing the vehicle is off and wouldn't have a way to send power to the tail lights. It would also be quite a bit of work to get the signals to match up with the motorhome, which is why diode wiring kits simply splice in right at the tail light and offer an additional way for power to run to the tail lights.
For your 1992 Jeep YJ I recommend the Roadmaster Diode 7-Wire to 6-Wire Flexo-Coil Wiring Kit # RM-15267. This diode kit will splice into the tail light wiring for a simple one-time installation and have you road ready (signal-wise).
If you don't have the rest of your flat towing components already picked out then I have the following recommendations:
Baseplate: Blue Ox Base Plate Kit # BX1137. This baseplate is designed to fit a factory bumper and has removable arms for when you're not flat towing.
Tow Bar: etrailer SD Non-Binding Tow Bar for Blue Ox Base Plates # e47ZR. This tow bar comes with safety cables included so you won't have to purchase them separately. It also has an adjustable head and shank to help stay level without the need of a high/low adapter.
Braking System: Blue Ox Patriot # BLU37TR. This portable braking system will clamp onto your brake pedal and provide braking proportional your motorhome for a safer ride. It will require a dedicated 12v outlet # RM-9332 for power while the vehicle is off.
You may also need the # RM-88400 relay to prevent the Jeep's brake signal from overriding the turn signal from the RV when applying the brakes during a turn. If you look at the # RM-88400 product page it has a checklist to go through to determine if this is the case for you.
