Are the 5 bolt 3500 lb drums the same as 5 bolt 4400 lb drums? The 4400 lb nev-r-adjust k23-478-00 will fit what drum?

Yes, the hub and drum kits for a 3,500 lb axle will work just fine with your 4,400 lb axle. The Dexter Nev-R-Adjust Electric Trailer Brake Assembly # K23-478-00 you referenced has a 10" diameter which matches with the 3,500 lb assemblies as well.
For your application you can use the Easy Grease Trailer Hub and Drum Assembly for 3.5K Axles # AKHD-545-35-EZ-K. This uses inner bearing L68149, outer bearing L44649, and grease seal 58846 which has a 1.719" inner diameter and a 2.565" outer diameter.
Be sure the brake mounting bolt pattern matches what you currently have on your trailer (see attached). The 4,400 lb axles can be oddly specific with what fits them so it's always best to double check.
