Yes, the Curt Trailer Hitch Receiver # C13020 can be installed on your 1997 Chevy Blazer LS. The swing away spare tire will not interfere with the installation.
If you plan on towing and need wiring, you will also want the 4-Pole Hardwire Kit with Circuit Tester # 18252. This will provide you with a 4-way to power your trailer's signal lights.
For a ball mount, check out the Curt # D-4. You will also need # 19260 for a 1-7/8" ball or # 63845 for a 2" ball.
