To get tow hooks installed on your 2019 GMC Savana Van you're going to have to have a shop fabricate something for you as there aren't any custom-fit options made for your vehicle.
You could potentially install the Curt Adjustable Trailer Hitch Receiver # C13701 with the Erickson Tow Hook # EM57500 or use tow hooks like the Erickson Bolt-On Tow Hook with Keeper # EM59505 to accomplish this, but you'll need the shop to look at the parts and plan out the installation with you to make sure it all works.
