Do you have a 7 pin flat trailer wire harness for a 2023 Toyota Highlander? Can you suggest a brake controller?

We do have a 7-way blade wiring harness available for your 2023 Toyota Highlander. What you need is the Tekonsha OEM Replacement Vehicle Wiring Harness # TK57VR. This plugs into the connection in your rear cargo area for installation. You can use the # PK12711U and # 18140 brackets to mount the 7-way connector at the back.
For a brake controller I recommend the Redarc Tow-Pro Liberty # RED24FR. The main unit mounts out of site so only the control knob is visible in the cab. The knob controls the braking power and also acts as the manual override. You will also need the # 331-TPH-017 for installation. This wiring adapter will allow you to plug the Liberty into the # TK57VR.

So to confirm; I already have a tow package with a 4 pin flat harness. The 5 items you mention above will allow me to switch to the 7-way blade harness so I can use a trailer with brakes. Correct?
