It looks like you have the older Blue Ox Patriot Radio Frequency, Portable Braking System BRK2012. According to the owner's manual this means there is a communication error between the remote and the brake system. To try to fix this you'll want to reposition where the remote is and see if that improves the connectivity at all. It might even help to have the remote connected in a vehicle right next to the main unit so you have the least amount of interference as possible.
If that doesn't help anything then the manual says to contact Blue Ox about the issue but since this unit only has a 1-year warranty I don't see them doing much aside from telling you the unit is bad and needs to be replaced with their newest option Blue Ox Patriot # BLU37TR.
The Patriot brake systems have had issues with connectivity fairly often so if you aren't able to get the remote and control unit connected I recommend using the Brake Buddy Select 3 # HM39524 which is another portable system but it's proven to be much more reliable.
Attached are review videos of the newest Blue Ox Patriot and the Brake Buddy Select 3 for you to check out.
