I have a 2018 honda fit manual that I want to dinghy tow behind a class c motorhome. Looking for the most economical way to set it up with brakes. I have heard about the surge brake system, I think it is RVI? What do you recommend that I need?

You are correct, surge brakes are most commonly found on RVs and are not likely to be found on passenger cars like your 2018 Honda Fit.
With that being said, I recommend checking out the Demco SBS Stay-IN-Play DUO Supplemental Braking System # SM99251 with the brake light relay # RM-88400.
This braking system will work great with your 2018 Honda Fit, is made in the USA, and has a one time setup so you don't need to re-set it up every time you need to tow.
Additionally, if you need a complete flat towing setup, you're also going to need a base plate kit like # RM-521571-5,
A tow bar like # e74ZR,
A wiring kit # RM-152-98146-7,
& the fuse bypass # RM76511 & # RM76512.
