I have linked the installation instructions below for the etrailer Trailer Hitch Receiver # e53AR which fits your 1999 Dodge Dakota. This contains all the torque specs for the different fasteners in step 5. We do have the Digital Torque Adapter # PTM206 you can use with your 1/2" socket wrench to ensure you get the correct torque.
