I was unable to find much information on the P and E Tow-Me tow bar so I cannot say whether or not that it will work with Roadmaster or Blue Ox base plates. I did find one person who said that the attachment from the tow bar to the base plates matched the Roadmaster products but I cannot verify that.
What I recommend is to go ahead and get parts that you know will be compatible. Starting with the Roadmaster base plates, # 118-15, for an economical compatible tow bar you can use # RM-020 with quick disconnects # RM-201. If you do not already have safety cables, you will also need a set of those, # RM-643. The coiled design helps keep the cables off of the ground.
For lighting, I recommend the # RM-2120. This kit will stick on the Tracker and does not require cutting into the vehicle wiring for installation.
And lastly, most states now require a supplemental braking system in the vehicle being flat towed. I recommend the InvisiBrake, # RM-8700. After the initial installation and set up you will not have to mess with it again. If using this braking system with the E-Z mount light kit, you will want to remove the white ground from the 4-Way on the light kit and ground it to the vehicle frame or negative battery terminal.
I have included 2 helpful links to the right on flat towing for you.
