Question:
I have a 2006 chevy 2500hd and I would like to add a front hitch to carry 2 stepthru ebikes but I also want to be able to mount the same bike rack on the back of my 2019 Porsche Cayenne. Will this rack work?

Yes, the Inno Tire Hold Bike Rack for 2 Bikes item # INH120 would work great on both a 2" front mount hitch and a rear hitch on your 2019 Porsche Cayenne. This bike rack has the ability to fit both 1-1/4" and 2" hitches. The Inno item # INH120 is highly recommended for Step Through e-bikes and has a capacity of 60 lbs per bike.
For a front hitch on your 2006 Chevy Silverado, I recommend the Draw-Tite item # 65028. This front hitch is custom fit to your 2500 truck and comes with all hardware needed to complete the installation. It has a 500 lbs vertical load limit which is the same thing as tongue weight, meaning you will have plenty of capacity for your bike and e-bikes.
