just purchased the 4 place malone platform rack and the lower hooks don’t go low enough to contact the frame on low access adult bikes. what are the options

Since the hooks don't go low enough to attach to the frame on your step-thru bikes with the Malone Runway Bike Rack for 4 Bikes # MAL82VR, what you'll need is a bike adapter bar. What this does is attach between the seat post and handlebar stem to give the frame hooks an attachment point, and you can use the following from Swagman:
