I am looking for a hitch I can use on multiple vehicles. Will the Curt C45901 adjust to a zero and a 1inch rise? Would I need to flip the orientation to achieve these heights?

Yes, the Curt Channel Style Adjustable Ballmount item # C45901 can adjust for a zero to 1" rise. The shank can be flipped for a max rise of 5-1/4" and drop of 6-3/4" but it doesn't have to be with the adjustability of the channel. The channel can be adjusted by 1" increments.
For hitch balls we have the 2" item # 40038 or 2-5/16" item # 19286.
For a double ball you will want the Replacement 2" and 2-5/16" Dual-Sided Hitch Ball for Curt 2" Adjustable Ball Mount item # C45912.
I recommend adding the Curt Lock Set for Adjustable Channel-Style Mounts item # C23556 to secure your ball mount from theft.
