I am looking to purchase the wiring kit for my 2011 BMW X5 35i. What is the diference between the ZCI 119250KIT and the 119251?

There is no real difference between the two. The # 119250KIT that we offer is the Tekonsha 119251 packaged with a circuit tester that makes it easier to identify which taillight harness wire carries which lighting function.
