There could be a number of reasons why your Stromberg Carlson Electric Landing Gear Set # LG-4 isn't working properly.
Since you have recently replaced the battery, an old battery won't be an issue, however I would still verify that the battery you're using is rated for the appropriate amperage that the jack requires. If you have a battery that isn't able to supply the amount of amperage to operate the jacks, then that very well may be your issue.
I also recommend verifying that all of your connections at the landing gear and at the battery are not loose or corroded, as this also may be causing your landing gear to not work properly.
If you've verified that everything checks out, and there aren't any issues electrically, the last thing you can before you move onto replacing other parts, is verify that your motor is working properly and your gears are not stripped.
You can verify that you are getting the appropriate 12v to your motor with a multimeter # PT29ZR.
If it turns out your motor is the issue, you can replace the switch and motor with # LC217884, and if your gears are stripped you can use # LG-179015 to replace your gearbox.
Let me now if the issue persists, and we can continue to troubleshoot.
