Measurement Valterra Waste Valve for RV Black Water Tank

Question:
The opening on side of tote is three inches. Is the T50a spigot three inches outside diameter to slide into tote. There is a bracket that the spigot sets on inside of tote also.

The Valterra Waste Valve for RV Black Water Tank, # T50A has a 3" inner diameter measurement with a 3-1/2" measurement for the outside.
