As the only receiver available for your 2016 Chevrolet Cruze Limited is a 1-1/4" you will need to use an Adapter # HTAD to carry your 2" hitch bike rack. Do note that the adapter will reduce your hitch weight by 50%.
I recommend the Draw-Tite Sportframe Trailer Hitch Receiver # 24882 for your Cruze. This receiver does not require using Stabilizing Straps # 18050 like the Curt # C11425. While both receivers are rated up to 200lbs of tongue weight be sure to verify the maximum amount your Cruze is capable of carrying.
The T-One Vehicle Wiring Harness # 118508 will give you a 4-way flat connector. This will allow you to use Auxiliary Lights # C53201 with your bikes if they impair the view of your tail lights.
