What Bike Rack and Hitch do You Recommend for 2 E-Bikes on My 2022 Chevy Spark?

It truly depends on the weight of the bike rack and the combined weight of the bikes themselves. Also, it is important to note that the hitches we have available for your 2022 Chevy Spark are only rated at a maximum tongue weight of 200 pounds, such as on the 1-1/4" # C11433.
Another thing that complicates the matter is that our highest weight rated bike racks are only for 2" hitches. Since you need a rack that is compatible with a 1-1/4" hitch, I recommend the Thule EasyFold XT Bike Rack for 2 Electric Bikes - 1-1/4" and 2" Hitches # TH903202. The EasyFold XT comes with a 65-pound per-bike weight capacity and is compatible with Class I and Class II 1-1/4" hitches. As far as weight, the rack only weighs 45 pounds. It also comes with an integrated ramp that makes loading and unloading a breeze. The EasyFold XT accommodates wheels up to 3 inches wide. If you happen to have wider tires up to 4-11/16" wide, you need the fat tire straps # TH985101 for each bike.
If you have a hitch installed already, I recommend measuring from the center of the pinhole to the face of your rear bumper. If that measurement does not exceed 8" long, you will not have any bumper clearance issues. Even though we do not have these measurements # C11433 and the # 24941, we have installed them on a 2017 Spark. On those vehicles, you will have plenty of shank length to clear your rear bumper. The hitch installation location on your 2022 model should not deviate much from the 2017 model.
As with all hitch applications, I recommend consulting with your Chevrolet owner's manual to make sure your vehicle can accommodate the weight you wish to transport.
