Is there a downside to oversizing e2 bars. We are buying a new trailer with a 680lb hitch weight.

There is; overrated spring bars for a weight distribution hitch like your Fastway e2 will not only give you a much stiffer ride, the trailer will be prone to bouncing so it will be less controllable and comfortable as you tow. So for a trailer with a tongue weight of close to 700 lbs like yours (assuming it is the loaded tongue weight), then you'll definitely want the correctly rated spring bars.

The right ones are going to depend on if your e2 has round spring bars or trunnion bars, and while the trunnion bars come in a pair, the round bars are sold individually so you'd need a quantity of two, with the correct parts being the following:
