We definitely have what you are looking for. While we do not have a hitch that can attach directly to your bumper of your 2015 Smart fortwo, we do have a hitch-mounted carrier that you can use after the hitch is installed. For the hitch, that is the Curt Trailer Hitch Receiver - Custom Fit - Class I - 1-1/4" # C11020. Not only does this hitch provide you with 200 pounds of maximum tongue weight capacity and 2,000 pounds of gross towing weight capacity, it also comes with a premium gloss outer coating over the base powder coat to give you ultimate protection against rust and corrosion. As far as installation, it comes with all hardware required for a complete bolt-on installation.
As far as the basket/cargo carrier, I recommend the 20x47 Reese Cargo Carrier for 1-1/4" Hitches - Steel - 300 lbs # 63155. With the Reese basket, you will be able to utilize the entire 200 pounds of tongue weight offered by your hitch receiver. You can also add the optional taillight kit # 20174. If you need a wiring harness for your vehicle to use the light kit, I recommend the splice-in kit # C58044. For a great locking hitch pin that offers anti-rattle benefits, I recommend the SilentACT Anti-Rattle Trailer Hitch Lock # SHP2082.
As with all cargo carriers, I recommend confirming with your vehicle's owner's manual to make sure your Smart car can accommodate the weight you wish to transport.
