Will the Anti-Rattle Hitch Lock S64030 Fit the new Ford Super-duty 3 inch receiver?

The pin in the Anti-Rattle Hitch Lock and Cable for Swagman Bike Racks # S64030 measures 4-1/2" from the lock piece to the head of the bolt which should be enough room for a 3" receiver and the cable lock but it would be best for you to double check on your end.
Please note that you do need to use a reducer sleeve for this rack because if you were to use it as-is you would have about 1/2" of gap all around the shank. For your application I recommend using the Curt Hitch Receiver Reducer Sleeves # C45408 which gets you from the 3" receiver down to a 2" receiver to match the shank on your bike rack.
