Construction of Demco DM15853-76 Spare Tire Carrier

Question:
Is this made of steel? Can it be welded or bolted directly to the trailer? I am trying to move my spare tire from the rear of my travel trailer on the bumper and place it on the tongue. The tongue is made from 2x6 tubing and I am having trouble finding something that would work. The only options I am finding will have to be welded or bolted to the face of the tongue.

The Demco # DM15853-76 Spare Tire Carrier is constructed of powder-coated steel that could indeed be bolted or welded directly to the trailer frame. The carrier won't bolt to a frame member 6 inches tall, so you would need to weld it in place.
