According to your video a C31023 fits a 2013 Chevy Silverado 1500 LT according to Curt website, it does not fit. The video shows one hitch sits up higher and goes through the license plate and the other sits lower. I need the lower one for plowing. Please confirm.

I would be happy to clarify. The Curt Front Mount Trailer Hitch Receiver item # C31023 fits a 2013 Chevrolet Silverado 2500 or 3500. This front mount hitch sits below the front bumper. I have attached an installation video.
For a 2013 Chevrolet Silverado 1500 LT you will want the Curt Front Mount Trailer Hitch Receiver item # 31322. This one mounts below the front bumper as well. I have also linked an installation video.
